THE DISPATCH
The Beginning
Neighbours described fellow Floridian Frederick Pete Cox as unfriendly. His victims would have described him as vile. Cox once volunteered helping crack addicts, but that did not make him a nicer man. He had a long-term partner, 2 sons, 2 German Shepherds and, by the age of 43, a penchant to kill prostitutes.
The Murders
Tracey Adams (survivor)
- March 12, 1997
- Orlando, Florida
After minor brushes with the law, the former corrections officer attempted to kill Tracey Adams. Adams’s car had a flat tire, and Cox approached her. When she refused to have sex with him – she was not a sex worker – he shot her in the arm and fled. Adams, 34, did not regain full use of her arm.
Patricia Ann Logan

- Orlando, Florida
Less than two weeks after trying to kill Adams, Cox shot sex worker and drug user Patricia Ann Logan. He dumped her body in a field. Logan was found on March 25, 1997 by a hiker along a foot trail. She was naked and her body was decomposing. She had been posed in a degrading position. She was 40 years old.
Yolanda Neals (survivor)

On April 16, Yolanda Neals agreed to sex for $25. The well-dressed Cox drove her to a secluded area and asked her to get out of the truck. He began shooting, hitting her face and neck. He kept shooting as she fled for her life. Neals had a speech impediment as a result of the shooting, but survived.
Stephanie Elizabeth Singleton & Mary Ann Voepel

Cox was on a roll. He shot and killed Stephanie Elizabeth Singleton and Mary Ann Voepel within 24 hours of each other.
Voepel had a history of sex work and was addicted to crack. She grew up in the Orlando area. As a child, she learned how to play piano, and attended private school for a few years. As a teenager, she got off track. Voepel was pregnant and married by age 16, but she was single again after just a few months. She has arrests for DUI and drug possession. She was arrested 11 times in a two-year period.
Singleton was also addicted to drugs and performed sex work to pay for them. The women were known to spend time together in the same abandoned house with other drug users.
Both were transient. The two women were dumped in a thicket of scrub, pines and oak. On April 29, Singleton and Voepel were found by a woman walking in a wooded area near Americana Blvd. One of the women had half an ID card wired to her ankle. Both were naked and had been posed in degrading positions. They were about a mile from the home of Voepel’s mother.
Unfortunately for Cox, a different murder and sexual assault occurred in the same area, but a little closer to an area popular with tourists. This prompted media to cover the deaths in detail, drawing more attention to his crimes. Crimeline offered a $5,000 reward for information leading to an arrest, and Voepel’s mother added her own $5,000 to the reward.
Singleton’s mother had to be hospitalized after learning of her daughter’s murder. She had previously tried to bring Singleton off the street and back home, to no avail. They sought counselling for her, but were unable to break through.
Voepel was 22, and had 3 children. Singleton, a mother of a 7-year-old son, was 26.
Arrest & Conviction
Cox Arrested

Neals, who had been shot in the face, gave police a description of her attacker and his car. Police confirmed the details with Adams, the other survivor. Adams had seen her attacker since their previous meeting, and noted down his car tag. She gave that to police. On May 21, 1997, police arrested Cox for the attempted murders of Adams and Neals. They connect him to the murders, and continued to gather evidence. Ballistics matched a gun found in his vehicle’s glove compartment. Blood was found on the passenger seat. Half an ID card was found in the car.
Mistrial Declared

The Grand Jury indicted Cox for 3 first degree murders and 2 attempted first degree murders on July 22, 1997. Cox went to trial for the murders of Voepel and Singleton.
On February 20, 2001, the jury declared a mistrial. After a 16 hour debate, where jurors begged and pleaded, one man refused to convict. Without a unanimous vote, required in death penalty cases, another trial would be held.
Cox's New Trial, Guilty

Cox opted to be tried by judge, not jury, for his second trial. This trial was for the murders of Singleton, Voepel and Logan, and the attempted murders of Adams and Neals. Prosecutors fought for the death sentence.
During the trial, Cox began claiming paralysis in his legs and right arm. There was no medical evidence supporting his claim, and his defence claimed the paralysis was psychological. Cox’s mental state became an influencing factor in the sentencing.
On April 17, 2001, the judge found Cox guilty of 3 murders and 2 attempted murders.
Cox Is Sentenced

Over the course of almost 2 years, prosecutors fought for the death penalty. But after family members of one victim asked that the case conclude, prosecutors agreed to life in prison.
On January 17, 2003, Cox was sentenced to 3 terms of life in prison for the murders plus 30 years each for attempted murder.
